The first is before listing. The seller is out of state. Can this still happen?

Yes. Scope can be agreed from photos or a video walk-through, access arranged through you or a lockbox, and the work documented so both you and the seller can see what was done.

Who pays for it?

That is between you and your seller — some agents fund it as part of preparing a listing, most bill it to the seller. Either way the booking and the estimate are handled the same way.

Can you handle it between contract and closing?

Yes, and it is a common request. Same-day and next-day availability helps when a walkthrough is imminent and the property is not as empty as the contract assumed.
